The City of Orange regulates signs, sort of. Here is what I mean. If you own a business you must apply for a license (tax) to display a temporty sign. You get 30 days per sign and four times a year. It must be on your property and be a banner. But according to Jim Kerr, City Planner, a banner can be made of hard materials. I’m not kidding. So here’s a recent sign that got its permit
