Paul RAScH votes for taxes, fee increases and water fee increases

 Voted to raise the cost of water by placing a $4 per account charge and a 25% surcharge on water use.

Voted to place the cost of garbage service on residential tax payers as a non ad valorem tax placed on the property tax bill annually.

 Voted to raise the fees charge by city government to citizens by rate of 50 to 500 % depending on the fee.  

Voted for a 16% tax rate increase and the 2009-2010 budgets.  Second vote to be held on September 23, 2009 one day after the election.

This is in just less than 6 moths on council.

    I still don’t understand why the city collects for Emerald. If they are determined to collect for Emerald they should move the fee to the water bill instead of the tax bill. We got the shaft on this garbage rate. Mr. McCue and the council agreed to an overblown fee.

    The actual vote was five (5) to One (1) – Jeff Allebach was absent. The only dissenting vote was Mayor Harley Strickland who felt the increase should have been higher. Unfortunate but necessary action.
    Resolution 553-09 Voted to place the cost of garbage service on residential tax payers as a non ad valorem tax placed on the property tax bill annually.
    Passed by a vote of six (6) to one (1) with Mayor Harley Strickland, laughingly, casting the dissenting vote. This was an administrative action necessary to conform to our current waste policy which was created by a previous Council. Really cannot be changed until the contract expires
    Resolution 554-09 Voted to raise the fees charge by city government to citizens by rate of 50 to 500 % depending on the fee.
    Passed by a vote of seven (7) to zero (0). Resolution 554-09 has nothing to do with fees. The following is Resolution 554-09 copied directly from the City website:

    A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE CITY, FLORIDA, ADOPTING THE VOLUSIA COUNTY LOCAL MITIGATION STRATEGY; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.
    Ordinance 402 Voted to impose a 6% tax on all natural gas sales in the city. This is gas deliver by pipeline as versus the tax on Ordinance 78 which is for bottled or metered gas picked up or delivered by truck.
    Passed by a vote of seven (7) to zero (0). In reality, Ordinance 402 provides the City of Orange City with additional revenue helping to relieve the tax burden on our Citizens. The Florida Public utilities Commission (FPUC) pays the City of Orange City a six percent (6%) “franchise fee”. This ordinance incorporates a “most favored nation’s agreement”. What this means is, if the FPUC should enter into an agreement with any other party for an amount greater than six percent (6%), the payment to the City of Orange City will automatically increase.
    Ordinance 404 & 405 Voted for a 16% tax rate increase and the 2009-2010 budgets. Second vote to be held on September 23, 2009 one day after the election.
    Ordinance 404 certified the proposed millage rate and was approved by a vote of seven (7) to zero (0).
    Ordinance 405 approved the proposed budget and was approved by a vote of six (6) to one (one). There was no “tax increase” since it used the State mandated rollback rate. Will some people’s tax go up, yes. Will some people’s tax go down, yes. This is not due to the actual budget but, as was pointed out by Council Person Jim Mahoney, the sunset of the “Save our Homes” act.
    As read into the record by Mayor Harley Strickland – “The proposed millage rate for the City of Orange City for Fiscal Year 2009-2010 is 5.1953 mills which represents the rolled-back rate as provided by the Property Appraiser of Volusia County and does not reflect an increase in ad valorem taxes.

    Put bluntly, none of your claims regarding taxes or endorsements are true. I have never, I repeat never, used any endorsement without prio approval!! Period, end of story!!

    As far as being a former president of the Democratic Club . . . absolutely!!! And, I am proud of it . . . that is why I pointed it out! However, what does that have to do with local issues? I am concerned about the future of Orange City . . . that has nothing to doing with party affiliation.

    Funny, this is the second post from Jeffrey Fancher attacking my veracity/credibilty. And yet, there is no such person in the phone book or on the voter registration list.

    Hugh seems to delete any comment on his blog that he disagrees with, its actually kind of sad how he uses this Media Forum for his own political agenda, and the Deland Beacon allows it to happen, or perhaps they don’t know.

    I feel these blogs should be something positive for the community, and not a soapbox for a one sided political bashing, where the writer moderates the views that go against his own… It’s really really sad.
