Teresa Apgar lives in DeLand with her husband, Robert Apgar. She has three children and four grandchildren.
Apgar is an independent consultant for Creative Memories in DeLand.
She has been a member of the West Volusia Hospital Authority Citizens Advisory Committee for five years. Apgar is the president of the Woman's Club of DeLand and the Atlantic Republican Woman's Network. She is the founder and past president of the Faith, Hope and Charity Society.
Apgar has served on various boards and committees, including: MainStreet DeLand Association, West Volusia Hospital Auxiliary, the American Cancer Society, The House Next Door and Athens Junior Woman's Club of DeLand.
She is a current member of: ARC of Volusia board of directors, Florida Museum for Women in the Arts, Mystic Crew of Maravedi, First Presbyterian Church of DeLand, Florida Museum of Art, MainStreet DeLand Association, African American Museum of the Arts, DeLand Area Chamber of Commerce, the West Volusia Historical Society, Chapter AN-P.E.O. International, Daisy Circle-Garden Club of DeLand, Republican Club of West Volusia, Krewe of Amalee and Krewe Nouveau, and is a 25-year member of the General Federation of Woman's Clubs.

The West Volusia Hospital Authority should devote financial resources to inform the public
1 — Comment: The medical community that provides care for the indigent is aware of the services provided by the Authority; therefore, it would not be prudent to use tax dollars to advertise to inform the public.
West Volusia needs more free and low-cost clinics to reduce the wait time in emergency rooms
2 — Comment: The Authority is in the process of providing more clinics which will reduce the wait time in emergency rooms in some situations.
Homeless and indigent citizens receive adequate follow-up with physicians after they have been treated or diagnosed.
2 — Comment: Due to the nature of the life of the homeless and indigent accomplishing better follow-up in most cases is not attainable.
Accomplishment of which you are most proud: Founder and Past President of the Faith, Hope and Charity Society which raised monies for DeLand area non-profit organizations. Chairman City of DeLand’s 125th Anniversary/City Hall Grand Opening which provided a celebration including entertainment, food and mementos to the community paid for by funds solicited by me from the private sector. 6,000 people attended and no tax funds were utilized. Excess funds were given to Faith, Hope and Charity Society.
Public-service goal you have yet to achieve: I have spent my entire adult life working to make our community a better place through volunteer service. There is always a new goal for me to achieve once I’ve completed my last project.
