Nancy Epps has lived in Volusia County since 1965; she has been the laboratory director at Bert Fish Medical Center in New Smyrna Beach since 2000.
Her career has been in health care management, and includes experience working with budgets, especially during times of declining revenues and increasing expenses, she said.
Epps graduated from Mainland High School in Daytona Beach, and received an associate's degree from Daytona Beach Community College, a bachelor's degree from Bethune-Cookman College, and a master's degree in business administration from Colorado State University in Colorado Springs.
She served as mayor of Ponce Inlet and has been a member of the city council there since 2002.
Her community affiliations include membership on the board of directors of the Water Authority of Volusia, service as secretary and treasurer of the Volusia Council of Governments, and service as past secretary and past president of the Ponce Inlet Volunteer Fire and Rescue Association.
She also served with the Ponce Inlet Charter Review Committee, the Ponce inlet Land Acquisition Advisory Committee and the American Heart Association Community Board of Directors, and attended the Institute for Municipal Elected Officials.

The County Council should meet at least some of the time in the evening, to allow better citizen access to meetings.
5 — Comment: Although many of the meetings carry on into the evening hours, I believe it would enhance the opportunity for citizen involvement to periodically rearrange the order of meeting to allow citizen comments on non-agenda items after 6 PM and to discuss “hot topic” items in the evening.
I do not believe it is feasible to start the entire meeting in the evening due to the length of the agendas.
Conservation should be enforced before Volusia County spends money on alternate water resources.
5 — Comment: I was a member of WAV (originally Water Authority of Volusia) shortly after it was formed. I was a champion of conservation first and foremost. My comments and voting history are public record. I have walked the walk in addition to talking the talk.
With its current tax rate, the County Council has denied residents the benefit of Amendment 1.
3 — Comment: I feel that homesteaded residents will experience some tax relief as a result of the county adopting the roll-back rate this year. However, non-homesteaded property owners will not experience the same degree of relief as a consequence of the state property tax structure. This situation will be perpetuated until Tallahassee is able to affect meaningful change.
Accomplishment of which you are most proud: I am extremely proud that we have restored respect for Ponce Inlet government under my watch. When I took office in 2002, it was uncomfortable to open the local news section of the newspaper because so often there was some turmoil in the headlines involving Ponce Inlet. Today, most often the news is about subjects such as land acquisition, historic preservation, stormwater management, reducing taxes or the like.
Public-service goal you have yet to achieve: I would like to find the perfect way to communicate with the citizens.
