Born in Miami, Conoley lives in DeBary with his wife, MaryAnn Benoit Conoley.
Conoley retired as a mathematics teacher from Lake County Schools.
He has been a political activist for more than 40 years.
Conoley was a member of Independent Voices for Better Education, and a member of the James Madison Institute.He was a founding member of the Foundation for Florida's Future.

Growth should be encouraged for the progress of DeBary
1.5 — Comment: We need to increase the infrastructure in the form of roads and schools, but we must stop unplanned development that only serves the greedy special interest groups.
DeBary needs to collect more tax dollars to use for stormwater control.
1 — Comment: The City Council needs to use common sense and exercise integrity and spend our tax dollars wisely and stop the waste of money that borders on malfeasance of public funds.
A carefully planned gambling business could enhance DeBary's economy.
1 — Comment: I strongly oppose any form of organized gambling within the City Limits of DeBary because the harm would far outweigh any bebefits.
Accomplishment of which you are most proud: I am proud of the fact that my wife still calls me her "big cuddlely bear" after decades of marriage.
Public service goal you have yet to achieve: I have worked very hard, for over five years, to bring a middle/high school complex into the City limits of DeBary so the residents of DeBary could have the same level of educational tax dollars working for us as do other cities in Volusia County.
