The Volusia County Council elected District 1 representative Pat Patterson as vice chair when it met for the first time in 2014 on Jan. 9.
Council Member Josh Wagner nominated At-large Council Member Joyce Cusack to serve a second year as vice chair, saying it's a good idea for the at-large member to serve in the position.
Cusack said she had been honored to serve, and it was a "commitment I made to God and to the county and to the citizens of the great county… I deem it an honor to have served."
Council Member Doug Daniels, however, said the duty should be spread among the council members, and he nominated Patterson for the job.
The vote split 4-3 with Daniels, Patterson, Council Member Deb Denys and Pat Northey voting for Patterson, while Wagner, Cusack and County Chair Jason Davis voted for Cusack.
Decisions on other matters, such as the Waverly investigation, have split along the same lines.
The vote came as the election year begins and Northey is challenging Cusack for the at-large seat. Northey, who lives in Deltona and has served previous terms in both at-large and district seats, has reached the end of her two-term limit this time around in District 5, and announced plans to run for the at-large seat.
