Orange City and Volusia County officials will gather at the corner of East Blue Springs and South Holly avenues to commemorate the groundbreaking of Mill Lake Park at 4 p.m. Monday, May 5.
Developing this park has always been a dream in Orange City, and now it is finally commencing.
“As long as I have been on the council, Mill Lake Park has been something we’ve wanted to accomplish,” Mayor Tom Laputka says. “And with the ECHO grant from the county, we can finally begin!”
Orange City received a 50-percent match funding for Phase I of construction through a Volusia County ECHO grant. Phase I construction will include restrooms, picnic pavilions, an entry feature, landscaping, lighting, additional parking, and a paved plaza area with an interactive fountain that can double as a stage area for various events. Phase I should be completed by the end of this year.
While Phase I has been in design, the city has reached an agreement with the Florida Department of Transportation to obtain ownership of the 17 parcels that comprise Mill Lake. The property will be developed as Phase II. The city has applied again for a matching ECHO grant to assist with the development of these parcels.
Phase II will include a cleanup of the water body, construction of a multipurpose path that will connect to Phase I, an overlook on the lake, picnic pavilions, a floating fountain, landscaping, and lighting. Phase II is projected for completion by the end of 2015.
