DeLand police arrested William Alton Harvey, 50, of DeLand, May 27, and charged him with promoting sexual performance by a child, after investigating allegations made by a 16-year-old girl.
Police reported that the girl told her father that on May 6, she had gone to Harvey's house in the Sha-De-Land mobile-home park to visit Harvey’s daughters. The girl has a developmental disorder, the father told police.
According to the police report, the daughters left, after which Harvey told the 16-year-old, "I want naked pictures of you."
The report states that the girl refused, but Harvey told her that she was selfish for saying no.
According to the police report, he then forced the girl to sit down, pulled down several items of her clothing, and took a total of five or six photos.
Harvey then told her, "Don't tell anyone," the girl told police, according to the report.
The report also states that the girl at first didn't tell anyone right away, but on May 7 she told her mother Harvey had pulled down her clothes, and also texted her father about the incident. Her father reported the incident to DeLand police.
On May 22, Children's Advocacy Case Coordinator Kim Arnold completed a forensic interview of the girl, during which the girl told the whole story, police reported.
Police seized cameras and computer equipment from Harvey.
The case remains open, and the investigation continues. Harvey remained at the Volusia County Branch Jail May 30 under $20,000 bond.
County jail and court records show a previous arrest for Harvey, on April 24, 2009, in which he was charged with molestation and lewd and lascivious assault on a child, as well as with tampering with physical evidence. The case was not prosecuted, and Harvey was released from jail the following month.
If anyone has additional information about the current case, he or she is asked to contact Detective Yolanda Sanchez at the DeLand Police Department at 386-626-7425.
