After the annual TURN festival in the Spring Hill neighborhood of DeLand was canceled, Shilretha Dixon, director of the Joyce M. Cusack Resource Center in Spring Hill, arranged for the festival’s award ceremony to be held in the chambers of the DeLand City Commission, before a regular meeting of the City Commission. These are the award recipients this year. TURN, by the way, stands for “to unite, rebuild and network.”
