Volusia County spokesman elevated to EMS chief

Kevin Captain, Volusia County government’s principal spokesman, is moving to another senior-echelon post, EMS chief. As well as being well-versed in journalism and handling information requests from broadcast and print news outlets, Captain is a registered nurse and a trained paramedic. 

A graduate of the University of Wisconsin, Captain has experience as a first-responder paramedic, and he has helped train other EMS personnel. Before he joined the county’s Community Information staff in 2018, Captain managed the emergency department of AdventHealth Daytona Beach. He is also a published author of several articles on EMS topics, including emergency readiness and care of victims suffering life-threatening conditions. 

County Manager George Recktenwald said he appointed Captain to the EMS director’s position after he expressed interest in returning to medical work. The County Council readily confirmed Captain’s appointment.
