Facility Location: Pall Corporation operates the existing Pall DeLand facility, which is in Volusia County at 1750 Filter Drive in DeLand, Florida. Project: Pall Corporation relocated their Pall Timonium, Maryland facility processes to Deland, Florida. Pall DeLand facility is a manufacturing plant consisting of additive manufacturing operations, curing ovens, test tanks and test benches. The Pall Deland facility performs pre-impregnated manufacturing operations by shaping sheets of materials into desired patterns or configurations (pleating) using composite fibers and thermoset polymer matrices. The facility produces atmospheric emissions of volatile organic compounds (VOCs) and hazardous air pollutants (HAPs) from the binders and equipment (i.e., the electric oven) utilized at the facility. Fugitive emissions are tracked on a material usage basis. Other emissions units at the facility include five polyweld machines and five diesel-fired stationary Reciprocating Internal Combustion engines (RICE). Insignificant activities at the facility consists of alternate point solvents and the expansion of specific manufacturing lines. The applicant proposes to incorporate manufacturing equipment (Pre-impregnated Material Filter Manufacturing Operations) to the Pall DeLand facility. Pall Corporation also requests to increase the production allowances and operational growth increments, revise the individual HAP limit (authorized by Permit 1270071-014-AC) and incorporate related industry recordkeeping compliance practices. The proposed operation is planned for installation and operation in March or April 2022. This project will result in a potential to emit increase in air emissions of 1.89 tons per year (TPY) of volatile organic compounds and 1.58 TPY of total hazardous air pollutants.
